Instrument Headline

This is an introductory page which users will reach after they have selected one of the environmental INSTRUMENTs or policies from the entry page. (Click here for the explanation of types of issues and themes.)

This page provides an overview of the status of the INSTRUMENT in The City and its applications to environmental problems. It highights only key facts and messages and then further guides users to deeper levels of the report where more detailed information about the SECTOR is presented from different angles. (The structure of the page follows a simplified DPSIR framework.)

[How is the INSTRUMENT applied to solve City environmental problems ?]

This part summarizes information about the use of the INSTRUMENT to solve City environmental problems. This includes both the environment-specific part of the INSTRUMENT (e.g. only environmental part of legislation, education, etc.) and the concrete results of its application which may be noticed through the positive changes of the State of various environmental components (e.g. improved air or water quality), Pressures (e.g. reduced emmission of pollutants), etc. (This part corresponds to "D-P-S-I" and environment-specific part of "R"of the DPSIR framework.)

You may want to only include a brief paragraph at this point to introduce the problems, one or two preview-size graphics with key trends or other indicatorsor a related picture or photo if relevant, and after three or four sentences include a link to a separate "interact.htm" page that will contain more detailed information.

[How is the INSTRUMENT developed in the City in general ?]

This part contains general information about the INSTRUMENT advancement in the City, e.g. information about public participation processes in general, not only as applied to environmental issues. For some of the INSTRUMENTS this part may be skipped since they are used mostly to address environmental problems (e.g. Conservation.) (This part corresponds to the general part of "R" part of the DPSIR framework.) Include here an introductory paragraph that leads to more detailed information on a separate response.htm page.
