General information

      Bishkek is situated in the Chu valley at the northern foot of the range Kyrgyz Ala Too on a sloping plain at altitudes from 700 to 900 m above sea level (latitude 42o52l north, longitude 74o37l east).

        Bishkek  is  the capital  and  the largest city of the  Kyrgyz  Republic  (Kyrgyzstan).  As of 1 January 2001 the population under the administration of the city of Bishkek Kenesh totalls to 790,900 people, including 4,500 people comprise rural population and 786,400 people belong to urban population. The total area of city lands is 15,597 ha.

            Bishkek is  divided  into 4 administrative-territorial  units (districts): Leninsky, Oktyabrsky, Pervomaisky and Sverdlovsky. The Chon Aryk Kenesh, including the urban-type community Chon Aryk and the village Orto Say, is under the administration of the Leninsky district.

            Cityadministration. Local administration bodiesexercise state administration on the city territory. The Presidentof the Kyrgyz Republic has enacted the decreeThe ProvisionalRegulations of the Main Local Self-administration Bodies of the Cityof Bishkek.

The system of the localself-administration bodies includes:

1. The City Kenesh(Council) is anelective representative local self-administration body consisting of36 deputies, i.e. 9 deputies from each of the four districts. TheKenesh passes the budget, the plan of the social and economicdevelopment of the city, the local taxes, duties, rules andregulations. The Kenesh deputies elect the Mayor of thecity.

2. TheMayor,sOfficeis the executive-administrative body of localself-administration.MedetbekTemirbekovichKerimkulovhas been the Mayor ofthe capital since 1999. The Mayor,s Office comprises district administrations,54 organizational units including self-sustained services financedfrom the city budget and over 20 territorial departments underrepublican and city administration.

3. Bodies of territorialpublic self-administration. They include:public community councils (36), block (195) and house (over 500)committees, and courts of the elders. Community councils representthe interests of residents on a territory in state organs and thesystem of local self-administration.

The City Kenesh adopted the Charter and the Coat of Armsof the city of Bishkek, the Regulations of Awarding the Titleof an Honorary Citizen of Bishkek. A competition for the bestanthem of the city of Bishkek has beenannounced.

After the transition to market relations the Bishkek cityadministration established the Department of Municipal Property in1995.

Greenzones.Great attention is paid toplanting of greenery in Bishkek. There are more than 20 parks andpublic gardens in the city: the Panfilov Park, the Oak Park, the ElmWood, the Botanical Garden, and others. On the average, there areabout 100 sq km of green plantations per city resident. Competitionsfor the best accomplishment of the city streets, their building upand planting of greenery in the streets of the city are announcedannually. In 1996 200,000 soms were allocated for bounties to bodiesthat took first places. Every year subbotniks are carried out forcleaning the city streets and putting them in good order; theseworks are led by the city headquarters and local self-administrationbodies in the capital,sdistricts.
