Potential strategies for the solving of environmental problems depend on following main factors:

 A submontane - valley arrangement of the city and the specificity of orography determine a distinction of aeratic modes of separate zones of the urban territory. Decision of ecological questions in view of a character of urban landscape becomes a paramount task of the urbo-ecology. Energy power station^,s transition from gas heating on coal and mazut worsens the city^, s ecology, as the emissions of products of combustion grow in an atmosphere: dust, soot, carbonic gas, oxides of nitrogen etc.

It is not permitted to accommodate industrial manufactures with harmful emissions on one line in a latitudinal direction with large built-up formations.

It is not recommended to develop the eastern and western industrial zones of the city, locating it on one latitudinal axis with the territory of the central zone in the aspect of ecological rating of the aeratic characteristics.

Not expedient from ecological positions is the development of large objects of public health services in the northern and central zones, it is necessary to give preference to a southern zone of the city^, s territory and suburban areals.

It is not necessary to provide any essential changes for stimulation of airing of the territory at updating directions of main streets.

It is necessary:

·        In the central zone of the city to prefer the planning development of administrative and business function, entertainment, trade-household buildings and complexes;

·        Creation of "aeratic corridors" in the city plan at the expense of linear extended planted spaces with low-storey buildings and accomplishments;

·        In the suburban zone of the capital creation of green blocks and realization of its connection with the aeratic green corridors in the city plan.

Another actions will require certain additional costs: perfection of the street-road net of the city, organization of parking places for motor transport; regular control on air and water pollution; development of the public environmentally clean transport; reconsideration of the norms of harmful emissions in accordance with the contemporary standards; transference of industrial zone to the northern boundaries of the city.
