For small and average business development the city administration has ratified the program and concept of development on 1999 - 2000. In realization of the program regional administrations of the capital were engaged, the ground areas are allocated, a number of trade-household points in existing buildings and structures are converted. Under the Bishkekglavarchitectura the center on assistance of small and average business development is created. The densities of industrial production made by the enterprises of small and average business from 1995 to 1999 has increased from 8,9 % up to 48,6 %.

In 1999 at the expense of small and average business enterprises 12,6 ths. workplaces were created, including in manufacture - 4176, trade and public catering - 6234, sphere of services - 1940. In 2000 about 10 ths. workplaces are already created. In 1995 about 2504 subjects of small and average business worked in the territory of Bishkek, in 1999 it increased to 4714 or in 1.9 times more. In 2000 about 6053 sq. meters of the unused industrial areas at 6 enterprises of the city are handed over to 10 subjects of business and 4 private businessmen, there was organized: manufacturing of national souvenirs, production of a flour, service on repair of home appliances etc. In 2000 for development of entrepreneurship in the city 2 mln. soms were allocated to microcrediting of the projects of unemployed citizens.
