An important condition for the alleviation of poverty is the policy of the Government within the framework of the implementation of the national programme Araket both for the socially vulnerable sections of the population and for able-bodied citizens.  

   Among the major measures aimed at poverty alleviation are:

•  General spread of the system of state social insurance.
• Ensuring that social hardship allowances should be targeted.
• Improvement of the monitoring of poverty.
•  Regulation of social benefits.
• Ensuring the social protection of families and citizens with little income. 

        Poverty alleviation among able-bodied citizens involves:

• Development of small- and medium-size business.
• Pursuing an efficient policy of employment.
• Poverty reduction in rural areas.
• Reforming the remuneration of labour system. 

    For all categories of the poor it is important to ensure the availability of educational and medical services.
