Transport

  What is being done to make the SECTOR more environment-friendly

         From the ecological point of view, the policy of customs duties imposed on motor vehicles import is incorrect. The highest duties are imposed on new automobiles produced in recent years, and the lowest duties are imposed on old automobiles. There are no restrictions as to the production dates of vehicles imported. Obsolete and depreciated automobile models are imported, what in the nearest future will lead to the appearance of wildcat auto junkyards. The efficiency of inspections by state control bodies is insufficient due to the low level of technical equipment. Practically, there are no mobile means of operative control of the wastes composition.

What can be done to make the city transport more environment-friendly?

The following administrative measures can be taken to reduce the negative impact of transport on the environmental situation:

- prohibition of the import and realization of ethylated petrol grades not only in the city, but also in its suburbs;

- bringing filling stations into accord with the sanitary and hygienic standards that are in effect;

- change of the customs policy with the purpose of stimulating newer vehicles and restricting the import of automobiles with considerable service-life.

            Other steps will require certain expenditures:

- improvement of the street and road network of the city;

- organization of parking and garage quarters in quantity sufficient for the existing transport;

- regular control of the fuel quality;

- development of public environmentally appropriate transport;

- review of the standards concerning the exhaust of harmful substances by motor transport according to modern standards.
