The double fall of the industrial production volume since 1991, especially the processing sector, should have led to a substantial improvement of the situation. But the expected improvement did not ensue: the volume of the emissions of the heat-and-power engineering complex remained practically on the same level and the transport exhaust increased.     The meteorological conditions and orography have a considerable impact on the state of atmospheric air. The frequency of low speed of the wind (0-1m/sec.) in the city during the year was 42% and 56 % in the autumn-winter time. The location of the city on a piedmont plain and the pronounced mountain-to-valley atmospheric circulation favour the formation of powerful and deep ground inversions. In 60 % of cases these inversions are observed when the winds are directed southeast and south. On the average during the year 17% of ground inversions are accompanied by a weak wind, and in certain months air blanketing reached 27%.
