According to the Complex Basis of Development of the Kyrgyz Republic till 2100 the reduction of unemployment is supposed.

The strategy of the population employment is based on the solution of  the following tasks:

- Realization of the regional and branch programs on creation of additional workplaces;

- Professional training and conversion training of the unemployed to perspective specialties in view of demand in the market of work;

- Professional training and subsequent employment of the children - orphans, invalids, refugees, and also creation of the educational centers;

- Creation of temporary workplaces through organization of paid public works;

- Development and strengthening of system of microcrediting for the unemployed;

- Redistribution of a center of gravity on deductions to the fund of employment assistance from employer to worker for creation of development opportunities of real production;

- Improvement of technique of definition of the unemployment benefits depending on volume of the made deductions to the fund of employment assistance;
