Toxic contamination

   What is being done to solve the problems

       Measures   that   should  be taken  for  the reduction of toxic pollution of the  city  territory  in  many  aspects  are  similar  to  those  mentioned  in the sections    dealing   with  protecting  atmospheric air   and water resources and with reducing the waste impact. Besides, it is necessary to organize the monitoring of soil contamination and the dust load.

         The main negative factor of the current state of things in the legal sphere is the lack of strict observance of the effective legislation. Many enterprises have various privileges and indulgences taking them out of the general limits of ecological requirements.

        Special concern is caused by the absence of grounds for the burial of toxic industrial waste products. In spite of the reduction of the volume, there are some cases of toxic wastes removal to the places which are not designed for their storage. The chemical composition of wastes has not been determined in full because there is no precise reporting form and enterprises do not submit data on the waste nature. Practically, low-waste and non-waste technologies of the utilization and reuse of wastes are not introduced.
