As a matter of fact, the economic relations between an economic entity and state bodies are realized according to the following scheme:

- Having submitted the required justification, the nature users obtain permission from a state environmental protection body to a certain amount (limit) of impact on the environment (waste disposal and storage permission).

- If the nature users do not exceed the limit, they pay standard charges for the exhaust, emission, disposal and storage of wastes, deducting their expenditures for environmental protection activities from their own funds.

- If the nature users exceed the permitted limit, they pay for extra pollution.

- In case of some extraordinary event causing a considerable impact on the environment or some other violation of the environmental legislation the economic entity is to repair the damages inflicted on the environment.
