  How is the INSTRUMENT developed in the City in general

          The existing scheme of paying for pollution does not stimulate persons using the nature to introduce new technologies reducing the impact on the environment, because the payment rates are too low in comparison with the expenditures required for the introduction of these technologies.

     The funds raised from enterprises, as payments for pollution are not returned to them for the introduction of environmental protection measures, but are used for the support of the current activity of environmental protection bodies, what causes the nature users to avoid payment in any possible way.
