 How is the INSTRUMENT applied to solve City environmental problems ?

Bishkek, as a capital of a country with the transitional economy, is undergoing considerable social-economic (and political) changes. The policy towards the development of market economy announced by the government furthers the implementation of various projects by private owners, but these processes are not properly adjusted.        The economic aspects of environmental activity are the main issues in the sphere of environmental protection. If certain conditions are not created, any activity of an economic entity will be always unprofitable. The Law On Environmental Protection declares paid nature management (Article 15). The analysis of the Law articles shows that actually they do not implement the principle “those who use the nature pay”, but rather the principle “those who pollute the nature pay” or “those who use the nature pay only for their pollution of the nature”.
