           Historical background

28 higher education establishments functioned in 1999: universities, institutes of arts; physical culture, medical academy; agricultural etc. It has graduated about 2000 specialists of the middle qualification and 40000 highly qualified specialists. The number of students of Universities and colleges of the capital was 53846 people in 1999. Among them there were 27773 people who studied on budgetary financing and 26073 people studied on the contract basis.
