 How is the INSTRUMENT applied to solve City environmental problems ?

The system of the local self-administration bodies includes: 

1. The City Kenesh (Council) is an elective representative local self-administration body consisting of 36 deputies, i.e. 9 deputies from each of the four districts.

2. The Mayor,s Office is the executive-administrative body of local self-administration. The Mayor,s Office comprises district administrations, 54 organizational units including self-sustained services financed from the city budget and over 20 territorial departments under republican and city administration.

3. Bodies of territorial public self-administration. They include: public community councils (36), block (195) and house (over 500) committees, and courts of the elders.
