 How is the INSTRUMENT
applied to solve City environmental problems ?
In
1999 the number of enterprises violating the environmental
protection legislation was 310. The heads of the enterprises were
called to administrative account, Criminal proceedings were
instituted against 45 officials and citizens for the violation of
environmental legislation, 21 enterprises, workshops, and
establishments, They are mainly filling stations and road
building and maintenance units.
