  How is the INSTRUMENT developed in the City in general

      An initiative group consisting of NGOs has been created. It came out with an appeal concerning the construction of a refuse incinerating plant in the city by the firm ITI (Italian Technology Innovations). Such projects are hazardous for the environment, because when comparatively harmless domestic wastes are burnt, they turn to toxic substances, poisonous gases and slag. These toxic substances can poison air, soil, food products and water. The ITI technology gives rise to doubts. It is necessary to apply modern technologies of treating emissions and slags. NGOs are concerned about the fact that the adoption of a decision takes place without wide participation of the public in the discussion.
