| The Durban Metrpolitan Environmental
Policy Initiative (DMEPI) commenced in January
1998 and is scheduled to be completed during 1999. The
aim of the Initiative is to initiate the development and implemention
of an effective and sustainable Environmental
Management System (EMS) for the City. The Initiative has three
key products.
Policy, institutions and procedures, together with ongoing
monitoring, review and improvement of environmental
performance, will form the basis of Durban's EMS. Over time,
this system will incorporate key indicators for monitoring
environmental performance, as well as more detailed sectoral
policies, for example, around waste management. The Policy
Initiative has involved a broad range of stakeholders
throughout the City.
Environmental Management
Policy
The Environmental
Management Policy document sets out a vision and a set of
principles, policy statements and possible implementation
strategies. The underpinning vision of the policy strives for
sustainable development, full employment, a healthy city, good
quality of life for all its citizens, rich ecological
biodiversity, public participation and status as a world
leader in metropolitan environmental management.

- Institute an environmental
management system in the DMA that enables the
implementation of the Policy
- Ensure the sustainability of
the DMA through integration of environmental, social
and economic principles into all planning and
development processes
- Ensure a safe and healthy
living, working, recreational and built environment
for all people through effective management of the
environment
- Contribute to a sustainable
economy, and a clean and healthy metropolitan
environment, through establishing an integrated system
of pollution and waste management
- Provide for sustained delivery of services and a
sustainable economy by protecting and managing the
renewable and non-renewable resources on which
delivery depends

Institutional
and Procedural Framework The Institutional and
Procedural Framework indicates how the Policy will be
implemented. It identifies the institutional and procedural
mechanisms that will be required to develop, implement and
monitor the Policy. The Framework is also intended to enable
the integration of environmental management into metropolitan
strategic planning processes, including Integrated Development
Plans (IDPs) and Local Development Plans (LDPs).
Guidelines and Legal Provisions for
Implementation Practical guidelines for
implementing the National and Provincial Environmental Impact
Assessment regulations for key local government departments
and Service Units have been drafted to fascilitate
compliance by the major service providers within the Durban
Metropolitan Council.
