Phase 3 of Durban's Local Agenda 21 programme will be characterised by the transition between existing institutional structures and the interim environmental management structures recommended by the Durban Metropolitan Environmental Policy Initiative (DMEPI). As a result this phase will focus predominantly on the practical implementation of proposals emerging from Phase 1 and 2 initiatives.

Planned actions for Phase 3:

• Awareness and Preparedness for Emergencies at the Local Level (APELL)
• Cities Environmental Reports on the Internet (CEROI)
• Successful implementation of the DMEPI institutional restructuring proposals
