Economic tools

In accordance with acting environmental legislation the following economic tools are used in Dushanbe to protect urban environment, natural resources and prevent environmental pollution:

• Punishment is applied for violation on republican environmental legislation;
• Quarterly payment is applied for normative environmental pollution;
• Damage payment is applied for exceeding normative environmental pollution;
• Payment for forest cuttings (both legal and illegal).

All subjects of economic activity should obtain the normative of environmental pollution from nature protection authorities. Quarterly payment is based on such determined normative and is subject to pay to nature protection bank account. In case of exceeding normative, environmental control bodies apply sanctions and estimate damage.

City committee for nature protection carries out direct control over the state of urban environment, and this environmental body is the core part of the structure of the Ministry for nature protection of Tajikistan and City Administration.
The Ministry for nature protection of Tajikistan keeps in its structure regional and local committees, including Dushanbe city's committee for nature protection. The chairperson heads city's committee and it consists of air, land, waste and biological resource units. The staff of the committee is 20 specialists. In addition to this, the city administration appoints a special militia legion.

The city committee for nature protection has its own bank account, which collects moneys from punishments and various environmental payments. These funds are used for different environmental activities in accordance with the scheme approved by nature protection ministry and city administration.

In year 2000, the sum of payments for waste disposal was $US 3,795, the sum of punishments was $US 16,365, the sum of damage was $US 1,485. Totally, a sum of all collected environmental payments and punishments was about 25 thousand US Dollars.
