Industry

The state of industry generally reflects social-political and economical crisis of last years, aggravated with financial impoverishment and production decline.

The change of ownership did not make expected efficiency and industrial growth. From 62 industrial joint stock companies nine are private companies and thirty-seven are state owned enterprises.

Presently, industrial decline has stopped and there is an evidence of industrial growth. Rate of growth is 127% to the 1997's levels.

However, the actual state of industry is still unbalanced due to financial circumstances. Qualification of workers falls. Industries have a lot of debts and they are subject to penalties. Converting to cash is low due to noncompetitive goods and high costs.

Out-of-date equipment complicates production of new goods with higher quality. Some industries stay not operational for long time.

In conditions of partial operation of enterprises, it seems complicated to ensure due environmental control. Many industries do not renew emission permissions. Obsolete technologies cause higher environmental pollution, particularly air and water pollution, in comparison with new ones. There is also a problem of industrial waste formation and disposal.

All these reasons cause degradation of urban environment notwithstanding apparent reduction of harmful emissions into atmospheric air and relatively low pollution of water resources.

To promote environmental safety in the industrial sector, the following measures are recommended for implementation:

  • Introduction of the system of economic stimulation;
  • Introduction of new technologies and waste recycling;
  • Introduction of environmental certification system for all industries;
  • Increasing of the efficiency of green plantations within industrial areas;
  • Repair of old purification facilities and introduction of new ones;
  • Construction of industrial waste disposal site;
  • Raising the level of environmental taxation and obligations;
  • Prohibition of exploitation of the industries with high level of pollution;
  • Installation of air and water quality monitoring points within industrial areas;
  • Arranging of environmental workshops with participation of industries, city administration and NGOs.
