Environmental institution frameworks

Nature protection activity is based on the acting republican legislation, city's social development programme and decrees aimed to protect and restore the environment.

Republican authorities and ministries appoint their representatives in city administration. Certain of those representatives are busy with environmental affairs.

Communal services manage and maintain all basic systems of city's economy - renewal of roads, care of greenery, restoration of monuments, scavenging, cleaning of streets, irrigation ditches, etc. Presently, city administration announced special action "400 days of city's improvement and accomplishment days" dedicated to the 10-years anniversary of the State Independence of Tajikistan in 2001.

NGOs, scientific and public organizations essentially contribute to the environmental protection. Local committee for nature protection, communal and epidemiological services implement decisions and decrees of the city authorities.

Bodies of the Ministry for nature protection (phone 21-30-39) permanently monitor the condition and pollution of atmospheric air, water resources, greenery, biological resources and radiation. Special emphasis is given to environmental impact assessment for newly introduced techniques and technologies.

City's committee for nature protection (phone 21-01-63) takes sanctions against polluters, including penalties, freezing bank accounts, stopping business activities.

Special inspections of the Ministry for nature protection carry out investigations, take stock of emissions and pollutions. Special inspection of analytical control conducts test of samples on water and air pollution. State ecological expertise issues special permissions for businesses, which affect the environment.

Over 30 years, the national hydro-meteorological service (phone 21-41-24) monitors the air, water and radioactive pollution in Dushanbe. Disappointingly, the recent volume and scale of measurements, in comparison with 1990, few times less, because of lack of equipment and financial impoverishment. Number of operational air control points decreased from 8 to 3.

State committee on land resources determines the use of land resources and payment for land use.

Ministry of culture (phone 21-64-95) is responsible for esthetical value of parks and zoo's condition.

Ministry of healthcare (phone 21-30-64) is responsible for city sanitary condition and food security. This institution is also responsible for testing and controlling of drinking water.

Sanitary inspection (phone 21-06-29), agro-quarantine service (phone 31-79-38) and veterinary inspectorate (phone 27-06-91) protect local plants and animals and make sure safe sanitary and epidemiological condition of city.

Tajik State National University (phone 21-11-77) and Teacher's training college prepares the range of specialists in various fields, however there is still lack of them, especially epidemiological, sanitary, environmental, meteorological and others.

More then 20 ecological NGOs are functioning in Dushanbe along with governmental institutions. They arrange round tables, organize green actions, participate in decision-making process and solve crucial environmental problems.

Presently, group of scientists from the Academy of Science and Tajik State National University develop the project on renewing of greenery in Dushanbe.
International missions and organizations, such as UNDP (phone 21-06-70), WHO, OSCE and others, show their interest in environmental problems.
