In 1999 the available housing was represented by
87,718 flats, of which the overwhelming portion of flats (more than
90%) were located in blocks of flats. Family houses are concentrated
mainly in the original country settlements, which were
administratively incorporated into the city conurbation.
In 1998, 399 flats fell to 1,000 inhabitants. In
spite of the fact that this coefficient is higher than the
nation-wide average (307 flats/1,000 inhabitants), it is approx. by
12% less than in developed countries.
A portion of flats is located in the buildings of
the historical centre, of the town. Up to recent time, these flats
were in bad building and technical condition due to the fact that
the maintenance of historical buildings was neglected in the city.
This state is being gradually improved through the reconstruction of
historical buildings, however, the number of flats has been reduced
due to increasing pressure to the utilization of areas in the city
centre for non-residential purposes.
The overwhelming portion of flats is located in
prefabricated blocks of flats. The sharp tempo of the construction
of these flats on the western periphery of the city started in the
60s in relation with the construction of the Eastern Slovakian Iron-
and Steel Works. The construction of prefabricated blocks of flats
continued in the 70s in the form of satellite housing estates south
of the city centre. The tempo of construction was the sharpest in
the 80s, when 2,000 flats were completed in one year. In this
period, further satellite housing estates were constructed in the
eastern and western peripheries of the city.
Currently, it is necessary to reconstruct these
blocks of flats due to constructional and technical deficiencies of
the prefabricated construction (constructional problems, leakage
through flat roofs, need of thermal insulations).
After the year 1989, the housing construction was
radically reduced. In the 90s, only 500 flats were completed
annually. Currently, the housing construction is implemented only in
the form of completion or so-called concentration of the existing
housing estates. In spite of the fact that a zoning reserve has been
created for new housing estates, their construction has not started
due to the lack of financial means for the construction of technical
infrastructure.
