  What is the general situation with the ISSUE?

The quality of the City Historical Monument Reservation in Košice is characterised mainly by comprehensiveness of stages of town formation, from the medieval fortification through the structure of medieval streets up to the town-planning concept of the 19th century. This structure has been preserved, and what is decisive, it is sufficient for further development of the city without demolition of buildings. The attractiveness of this area is also based on the preservation of the compactness of the historical centre. Establishing the pedestrian zone, which is also based on the need to conserve historical monuments, reconstructing not only historical monuments but also areas of streets, an attractive zone was created in the historical centre, which gives exceptional experience to all visitors all year round.

During the recent years, the said pedestrian zone in the Main Street was reconstructed, where asphalt was replaced by stone paving, buried services were also replaced, new lighting was installed, public greenery and fountains were renewed and elements of small architecture were installed. At the same time, this revitalization effort is gradually moved towards the reconstruction and conversion of internal circuit of streets (Kováčska Street, Mäsiarska Street and connecting streets, respectively). On the basis of the municipality’s initiative, conditions for the creation of new attractive units in the historical centre were enabled. It is especially the reconstructed Dominican Square with sale of flowers and fruits, and the establishment of so-called ”Historical Crafts Alley” in Hrnčiarska Street, where shops of historical crafts (smith, potter, baker, furrier, chemist, etc.) are concentrated.

The reconstruction of historical buildings progresses gradually according to financial possibilities of new owners. The reconstruction solves the utilisation of the entire building from the basement up to the attic, which is adapted in new projects as a space reserve for attractive housing.

Two key conceptual documents serve for the regulation of activities in the territory of the City Historical Monument Reservation: Principles of Care for Historical Monuments and Comprehensive Programme of Reconstruction and Conservation of the City Historical Monument Reservation (elaborated in 1984) and the Development Plan of the Central Zone of the City (elaborated in 1984). Both materials are outdated, and do not meet the current conditions.

The unfinished reconstruction of the National Treasure – St. Elisabeth’s cathedral and St. Michael’s chapel can be considered as a long-lasting problem. The scaffolding and fence deteriorate the impression from the most valuable centre of the pedestrian zone.

The shortage of parking places for cars in the historical centre is a serious problem with increasing tendency (for details see Chapter ”Transport”).

The problems of barrier-free access to buildings and facilities (immobile citizen, old people) were not completely solved in the reconstruction of the pedestrian zone.

In addition to the shortage of financial means, which are necessary for the reconstruction of historical monuments in the city, also the shortage of professional capacities still prevails, mainly in the area of preparation of reconstruction jobs, as well as in the area of professional craft skill.
