The Legislative Power in the Slovak Republic is
represented by the National Council of SR and within it the field of
environment is co-ordinated by the Committee for Environment and
Nature Protection.
Within the frame of executive power is functioning
an independent Ministry of Environment. It plays a role of a
sectional central body of state administration in the field of
environment. Some of the partial issues of the care of environment
belong to the scope of the Ministry of Health of SR, Ministry of
Soil Management of SR, etc. An important sphere of action is taken
by the Ministry of Interior Affairs of SR because it covers the
activities of district and regional offices (1st and 2nd level of
the execution of state administration mainly in the field of the
protection of air, water, nature as well as waste management,
building rules, etc.
Concurrently operate the bodies of local government
in communities and towns that have legally set out certain domain of
their competences in the field of environment. In the Slovak
Republic is being executed in the course of 2001 a fundamental
transformation related to the transfer of competences from state
administration to local governments. There will be cardinally
strengthened the position of the local government of communities,
towns and regions. It is also expected a greater transfer of
competences in the field of environment to local governments
realized before the end of 2001.
The performance of state administration in Košice
at present time is provided by environmental departments at four
District Offices of Košice I. - IV. There operates in Košice also
the environmental department at the Košice Regional Office.
Besides the system of the bodies of state
administration there is operated within the Ministry of Environment
of SR also a system of professional organizations for environment
assisting in the performance of state administration, care of
individual environmental organs, development of information systems
related to territories, environmental education, etc.
Most of these organizations have their
representative offices also in Košice as the second largest town of
SR.
They are as follows:
- The Slovak Environmental Inspection,
- Slovak Hydro-meteorological Institution,
- State Geological Institution,
- State Protection of Nature,
- Administration of Slovak Caves,
- Slovak Museum of the Nature Protection and Speleology,
- Slovak Agency of Environment.
