


The Tshwane Metropolitan Municipality
The TMM is located within the Highveld physiographic region of the Interior
Plateau of South Africa. It lies at an altitude of approximately 1500 metres. The
climate can be described as temperate with warm, wet summers and cold, dry winters.
The average precipitation is in the order of 750mm, the bulk of which is received in
thunderstorms. The average rainfall decreases from approximately 800mm in the south
to approximately 700mm in the north of the study area. Most of the rainfall comes
form a southerly direction. Hail normally occurs between September and January and
during the winter some of the low-lying areas are prone to frost.

Almost 80% of the households have access to electricity for cooking, heating and
lighting and the annual lead, SO2 and smoke levels are well below national and
international standards

30% of the area is supplied with electricity.
The Pienaars River TRC
In the 2000 East Gauteng Services Council IDP it is assumed that 79,13% of all houses
in the EGSA were electrified at the end of 1997.
Observation in the area indicates that air quality is generally good.

Energy Consumption:
Due to the fact that local electricity rates are among the lowest in the world, it
gives rise to wasteful electricity use.
Air pollution:
The main cause of air pollution in the Tshwane Metropolitan Municipality is the use
of coal for cooking and heating in the low-income areas (many of these areas have no

Local government regards electrification of all the areas as an important way to
relieve urban air pollution and therefore the provision of services is considered as
