


The population of the Tshwane Metropolitan Municipality is increasing at a fast rate
(current population is more than 1,76 million people) and is unevenly distributed

There is a large inequality in income levels between various communities, especially
the residents of affluent neighbourhoods in the south and east of the metropolitan
area, and low-income townships at the periphery of the urban areas. The qualities of
the natural and man-made environments of these neighbourhhods differ markedly, and
the population of certain under-serviced and overcrowded townships and informal

areas, the public investment is concentrated to a large extent on the upgrading of
