Air pollution from transport

  CAUSES

1. Street infrastructure and traffic organisation:

§   street infrastructure and traffic organisation are not suited for the increasing numbers of cars, thus congestion occurs

§   absence of efficient action to discourage the use of private cars and to develop the public transport system, in particular, in the centre of Riga, 

§   underdeveloped by-pass roads in the Greater Riga region

§   uncoordinated traffic lights, parking of cars on roadsides and regular breaches of traffic rules impede smooth flow of traffic

2.  Public transport:

§   low level of public transport services (accessibility, speed, convenience, safety, etc.)

§   absence of specific action to make public transport a priority

§   high levels of emissions from older transport vehicles still in use in the city

§   insufficient use of environmental-friendly fuels

3. Spatial development:

§   high concentration of offices, public buildings and state and municipal institutions in the city centre

§   reducing the area of city centre green areas to counteract pollution

§   insufficient compliance with environmental requirements and environmental monitoring data during spatial planning and the development of Riga's Transport Strategy

§   concentration of modern parking lots in the city centre

§   lack of economic instruments (taxes, etc.) to promote spatial planning corresponding to environmental requirements (e.g., construction of parking lots close to the city centre)

4. Cargo transport and handling:

§   transit of cargo transport through the city

§   intensive transit by railway of cargo with petroleum products and chemical substances through residential areas

§   the port of Riga uses cargo handling technologies failing to comply with environmental requirements

5.  Development of environmentally friendly and healthy transport:

§   lack of bicycling paths

§   low level of safety for vehicular traffic and pedestrians
