 Air quality

  REDUCTION OF THE IMPACT FROM TRANSPORT

  • According to the EU requirements and the Cabinet of Ministers' Regulation on air quality, and in co-operation with the Danish Environmental protection agency, preparation of a 2-stage air quality improvement programme for Riga
  • Elaborate and supplement Riga's Transport Policy document so that it would contain directions for specific actions aimed at reduction of pollution and development of environment-friendly means of transport :
    • reduction of traffic intensity in the city centre, resorting to economic, planning and educational means
    • promoting the role of the public transport, particularly electrical means of transport
    • introduction of considerable changes in the existing transport organisation patterns, including introduction of modelling of environmental quality changes,
    • setting up of a cargo transportation and handling system not posing a threat to human health
    • requiring environment impact assessments when reconstructing the existing traffic infrastructure and for new developments
    • assessment of locations of parking lots from the point of view of prospective changes in environmental quality
    • implementation of the co-ordination of traffic lights provided for in the Transport Policy, together with other steps aimed at the provision of smooth and regular traffic
    • supplementing of the Transport Policy document as far as traffic flow planning and public transport development are concerned in search of environment-friendlier solutions
  • In view of long-term perspectives, evaluation of the role of railway as an environment-friendly means of passenger mobility
  • Application of the data and possibilities offered by the Air Protection Division of the Environmental Department in the planning of urban and transport development
  • Channelling of the Natural Resource Tax revenue to activities related to urban traffic development modelling, striving to the principles of sustainable development and increasing the role of greenery as a compensatory element
  • Maintaining of the nature protection priorities already in place in the Official Plan when reviewing and amending the plan
  • Conservation and expansion of the city's green areas with their link to the sanitation of air quality
  • Working together with the National Hydrometeorological Administration, the Greater Riga Regional Environmental Board and the National Environmental Health Centre in setting up of an air monitoring system in the city, comprising both direct methods of air quality control and bioindicator methods. This would ensure the monitoring of the state of the environment in an integrated way and would allow using the data obtained for purposes of public information, urban planning and improvement of the quality of the environment
  • Working together with the Riga Regional Development Council and all the member municipalities of this Development Council to  design a comprehensive by-pass road system around Riga and gradual implementation of such plans
  • Establishment of a computerised system with the task to provide regular information to the public on the air quality and factors, affecting air quality
  • Continuation of the work already started with regard to planning and setting up of bicycling paths, thus ensuring the safety of cyclists
  • Division of responsibilities among national and municipal authorities in fields of air quality, transport and energy based on proper documentation to be drawn up
  • Involvement of university students in the preparation of schemes to improve traffic in Riga through encouraging BA and MA papers on relevant themes
