  What is causing the problems 

DETERIORATION OF THE CULTURAL AND HISTORICAL HERITAGE IN THE CENTRE AND OTHER AREAS OF HISTORICAL VALUE

 CAUSES


1. Disorganised ownership rights or inability of owners to maintain their property

2. Influx of cheap mass culture and competition in the historical centre

forcing out of housing from the historical centre by business activities
3. Lack of a system of tax incentives to promote work on and reconstruction of buildings of special architectural value
