What we can do to make a difference
To
improve the social environment in the city the Riga City Council is
determined to implement the folowing priority action
programme:
-
Carrying
out of a comprehensive and complex assessment of the social
situation. On the basis of such assessment, a comprehensive policy
for the improvement of the social environment in
Riga
is to be designed incorporating extensively the idea of
sustainable development of the city and its people

Promotion
of co-operation among national and municipal bodies, NGOs and the
wider public on matters related to the social environment; regular
work with the mass media
-
Promotion
of active involvement and interest of inhabitants in fostering and
ensuring their own social security and
health
Under
preparation is a policy document on the "Management and Development
of Housing in the
Riga City" laying
down guidelines for the improvement and development of the
residential fund - setting up of municipal social and subsidised
housing, rehabilitation and modernisation of the existing
residential fund etc
To
improve better living environment in high-rise housing areas
with the aim to diminish the residents' feeling of alienation and to
strenghten the sense of identity with one's place of
living the Riga City Council is determined to implement
the folowing priority action programme: -
Support in the definition of appropriate
instruments (binding regulations, tax relief etc.) to prepare the
ground for the development of the environment in high-rise housing
areas. Extension of social work to residents of
high-rise housing areas. Involve municipal authorities, societies of
flat owners and other property associations.
Instil in residents a feeling of
responsibility and encourage them to become more active in
improving their environment. Preparation of project applications for
funding; implementation of pilot projects related to technical,
management and social aspects of high-rise housing areas. Acquisition of experience from other European
countries in relation to such areas and application of this
experience in specific projects.
Inclusion in land lease agreements related to
high-rise housing to be privatised articles that would specify
responsibility for tending and maintenance of
greenery
