What is being done to solve the problems
Changes have taken place in the city's social
sphere over the recent years - new bodies have been set up aimed at
making the system work better and be oriented towards the people and
their necessities
The Riga
City Council includes social security in its annual budget plans (12.65
million were earmarked for social care in 2002) partly subsidising
also housing, but these subsidies are not enough to cover expenses
of all the needy
In Riga
,
there are eight social houses with 630 flats at the moment. The Welfare
Department estimates that up to 10-20% of all housing could become social housing
until 2004
Numerous
apartment houses belonging to the arhitectural heritage have been
restored and presently accomodate enjoyable, spacious and modern
apartments. Many families prefer to live in their own houses. For
example, row houses built on Kipsala island have gained popularity
very quickly
