   What is the general situation?

 RESIDENTS

Over the last decade, due to lower birth rates and higher death rates and due to migration, the number of residents in Riga has decreased. Most of the country's population and economic potential is concentrated in Riga which puts a burden on the city and its adjacent territories.

 EMPLOYMENT

The precipitate fall in the production volumes together with restructuring of the economy in Riga at the beginning of the 90ies brought about serious tensions in the labour market. There are more people now who have either lost their work or cannot find work. As a result, many working age inhabitants are looking for jobs, poverty levels are high and social exclusion is widely spread

 EDUCATION

Education plays an important role in the elimination of poverty, combating inequality and promoting economic prosperity. It also plays an important role in fostering environment-friendly lifestyles and careful attitudes to nature protection.One of the most acute problems in Riga is the increase in the number of children who do not attend school but the striving for education of young people has not vanished.

 HEALTH

Over the last years, along with worsening of social, economic and working conditions, also the health conditions have worsened which is an integral indicator reflecting the quality of the environment in the city. Even though Riga has the highest number of health providers, not all social groups are receiving adequate health care, particularly, the socially vulnerable and the needy.

 CRIME AND ACCIDENTS

Social structures are changing currently, as residents are stratifying by income levels. The sudden inflation after regaining independence in 1991 as well as the bank crisis in Latvia in 1994-1995 shocked the public. The increasing wages still do not keep up with the inflation, thus decreasing the buying power of population leading to the feeling of insecurity among citizens. In 2000, only 36.2% of inhabitants were sure that the state and municipal police are able to guarantee security in their neighbourhoods (data from Central Statistical Bureau of Latvia, 2000).
