 ECONOMIC INSTRUMENTS

It is possible to implement the Environment Strategy by applying economic instruments (e.g. taxes, duties, and tenders) and by providing economic incentives in order to achieve goals related to sustainable development. One of the most important conceptual issues in the development of the City is to abandon policies that provide short-term profit while having an adverse impact on environmental quality and increasing the possibility of facing larger economic losses in the future.

The Riga City Council must develop a social programme that is economically justified, thus improving the living standards for all levels of society and creating pre-conditions for sustainable development of the City.

In order to implement the tasks set out in the Environment Strategy successfully, it is possible to introduce a more flexible real estate tax policy by applying tax relieves in the natural areas where land use is limited.
