 Measures

 PLANNING

Planning is one of the key measures that should be applied to resolve environment-related problems and to ensure the implementation of sustainable development principles in the development of Riga. Goals set forth in the Environmental Strategy must be integrated into City area plans at various levels and into the development plans and concepts of various branches. Planning is a complex process in which experts from different sectors must co-operate. In the area of planning, Riga must implement the 1995 Riga City Official Plan consistently and relate the priorities identified in the Plan to the City budget. Detailed plans will help to avoid the reduction of natural territories in the City. It is necessary to develop action plans and programmes that specify the policy underlying various concepts and strategies. Within the planning process, the policies of various City sectors must be co-ordinated and documents that are of importance to the City must be drafted by involving different departments and divisions.

In order to integrate the goals set forth by the Environmental Strategy into national plans (e.g. the National Plan, and National Planning), it is necessary to participate actively in the preparation of such documents. Riga should participate actively in the drafting of various development concepts for the Baltic Sea Region and participate in different international co-operation projects (e.g. "Baltic Palette", Via Baltica ).
