TEHNOLOGICAL
MEASURES AND MEANS
For the purposes of the implementation of the
Environment Strategy, more efficient technological measures must be
sought to resolve environment-related problems. They include the
development, design and application of specific technologies (e.g.
waste processing, building insulation, and optimisation of public
transport).
During
the past 10 years, the City of Riga
has introduced modern water supply and waste water treatment
technologies. Implementation of new technologies has led to a
substantial improvement of the quality of the urban environment and
such policies should be continued.
One
of the basic instruments used to reduce the consumption of natural
resources (e.g. water, power resources) in the water and heat supply
systems is technological solutions that are based on a justified
economic policy. Riga
should seek opportunities to attract investment for the reduction of
heat losses in buildings and for humanisation and to support the
participation of Latvian scientists and experts in the development
and implementation of pilot projects aimed at heat saving. In
future, it is important to open thermo-electrical stations in
Riga
that would consume wood pulp remains and where it is possible to
burn automobile tires and other waste of organic
origin.
Waste
management is another important area where it is necessary to look
for new technological solutions. It is necessary to introduce such
new solutions by developing pilot projects to make composts of green
waste and food remains, and the collection and storage of hazardous
household waste. Riga
should find the optimal solution (in terms of technology, economy
and administration) for the sorting of waste.
The
basis for the improvement of the environmental situation in the City
is the introduction of new technologies in branches that are related
to the quality of the environment.
