 Waste management 

 REDUCE THE AMOUNT OF HOUSEHOLD WASTE TO BE DISPOSED OF PER CAPITA    

  • Implement the priorities and actions set forth in the Waste Management Concept
  • Apply the principle "the polluter pays" to reduce the amount of waste at the place where it is produced (manufacturing, trade, use, and disposal)
  • Encourage economic advantages aimed at the reduction of the amount of waste and sorting of waste by introducing different tariffs and by applying the natural resources tax to all packaging of goods
  • Determine waste tariffs depending on the amount of waste produced per capita, the unit of production or administered territory
  • Introduce different tariffs for sorted waste
  • Introduce increased tariffs for waste that has not been sorted
  • Set up a system for the collection and recycling of plastics and other recyclable waste
  • Promote business activities aimed at the collection and processing of sorted waste
  • Support and implement training projects aimed at the collection of sorted waste for pre-school children and in schools

 

 ELIMINATION OF THE POLLUTION OF THE CITY ECOSYSTEM BY HOUSEHOLD WASTE, OTHER WASTE AND COMBUSTION PRODUCTS

  • Implement the priorities and actions set forth by the Waste Management Plan:
    • determine responsibility for waste management in all local government levels,
    • considerably increase the penalties for waste dumping in places where it is not allowed,
    • support and implement training projects aimed at the collection of sorted waste for pre-school children and in schools,
    • produce and distribute information booklets about different topics related to waste management,
    • educate and train the public about the hazardous impact of waste upon the environment and human health, about the best practices applied in handling waste at the place where they are produced, about the consequences of wrong actions, about the need to sort waste, correct sorting of waste and the opportunities that everybody can use to avoid the production of extra waste.
  • Create a system for the collection of sorted waste on the basis of guarded container sites

 

 ORGANISE THE STORAGE, TRANSPORTATION AND DUMPING OF HAZARDOUS WASTE ACCORDING TO THE EU REQUIREMENTS

  • Together with the Ministry of Environmental Protection and Regional Development, set up the system for the management of industrial and hazardous household waste
  • Develop regulations governing the collection, transportation, processing and dumping of hazardous household waste
  • Develop regulations governing the collection, transportation, processing and dumping of medical waste
  • Inform and educate the public about the hazardous impact of waste upon the environment and human health, about the best practices applied in handling waste at the place where it is produced, about the consequences of incorrect handling, about the need to sort waste, about correct sorting of waste and the opportunities that everybody can use to avoid the production of extra waste
  • Organise the collection and processing of hazardous household waste and compounds of plastic by promoting business activities in this area
  • Set up a system for the collection of sorted waste, including hazardous waste

 

 REDUCTION AND PREVENTION OF THE POLLUTION RISK ASSOCIATED WITH DUMP SITES

  • Carry out a survey on environmental pollution in the dumping sites and its effect upon the environment.
  • Develop and implement re-cultivation and remediation projects aimed at the reduction of pollution (Kleisti, Deglava, hazardous waste dumping site on the bank of the Daugava, Zemgale suburb).
  • Commence the Getlini waste dump site remediation project
