CONSTRUCTION WASTE

 

In accordance with the Riga City Council Regulations No.24 as of 16.05.1995 ("Regulations on Riga City household waste collection, transportation, sorting, processing and disposal"), the following types of waste belong to the construction waste: debris, waste from construction sites, waste after tearing up street pavements and soil digged up during the construction.

 

After regaining the independence of Latvia, the starting point for organised activities in identifying construction waste may be considered 29.04.1994 when, in accordance with the decision No.572, Rigas Tilti Ltd. , for commencing operation as a construction waste processing company, was allowed to rent for 15 years a land property of 25.6 ha from the City of Riga in 14, Granita street. The construction waste processing company commenced its activities on November 1, 1994. The company rents a granulation equipment from Germany in complex with sifting of granulated materials and four transportation bands that allow performing of high quality processing of debris. The capacity of the equipment can reach 250,000 tons a year. Construction refuse accepted by Rigas Tilti Ltd. are sorted into four basic groups:

  • concrete and reinforced concrete debris (organic dash not exceeding 2% of the weight)
  • construction waste: bricks, grout, plastering (organic dash not exceeding 5% of the weight)
  • construction waste: bricks, grout, plastering (organic dash not exceeding 5%  of the weight)
  • grout mixed with debris (organic dash not exceeding 5% of the weight) (see Figure 11 )

Any commercial organisation or company for taking out the construction waste, prior to commencing its activities, has to sign an agreement with the Department of Environment of the Riga City Council in order to receive permission for taking out construction waste. These organisations or companies have to be supplied with means of transport and equipment in order to ensure successful taking out of construction waste.
