 Waste management 

THE AMOUNT OF SOLID HOUSEHOLD WASTE GENERATED IS INCREASING

  CAUSES

1.An increase in the amount of imported and local packaging and an increase in more complex packaging, not subject to recycling

2. The population and staff lack information about the possibilities of avoiding the production of unnecessary waste

3.There are no legislative acts or action plans for reducing the amount of waste at the place where it is produced

4. Lack of funding and inappropriate use of funding to organise waste management, to provide subsidies for recycling, to carry out education and advertising campaigns, and to produce information

5.Limited capacity of the market for recyclables

6.Waste producers' responsibilities are not clearly defined, and insufficient control is exercised over the process by which each waste producer handles waste

 

   

ENVIRONMENTAL POLLUTION IS INCREASING IN RIGA, AND THE SANITARY CONDITIONS OF THE CITY ARE DECLINING WHEN WASTE IS BEING DUMPED AND BURNED IN PLACES WHERE IT IS PROHIBITED

  CAUSES

1.The population has a limited sense of responsibility for the city

2.An optimal waste management system does not exist

3.An unorganised institutional system, there being no Waste Management Department

4.The chain- waste producer - dumping / processing is not monitored,

5.Landowners and leaseholders do not observe legislation

the activities and exchange of information between the Environmental Department, Greater Riga Regional Board and the Utility Management Department of the Riga City Council are not co-ordinated

6.Lack of information about the opportunities to collect waste

7. Lack of processing or dumping capacity
8. P
rojects aimed at the promotion and development of private business are not encouraged

 

 

PROLONGED STORAGE OF HAZARDOUS WASTE IN THE WAY THAT DOES NOT COMPLY WITH ENVIRONMENTAL REQUIREMENTS

 CAUSES

1.Lack of places for processing, dumping or storing

2.Lack of co-operation between the Ministry of Environmental Protection and Regional Development and Riga City Council

3.Insufficient financial investment aimed at the organisation of the waste management system

4.Lack of legal norms

 

 

 

ENVIRONMENTAL POLLUTION CAUSED BY HOUSEHOLD WASTE DUMPING SITES (Kleisti, Deglava, hazardous waste dumping site on the bank of the Daugava, Zemgale suburb, Getlini)

 CAUSES

1.The dump sites were created and administered on the basis of environmental policy  inherited from the Soviet system,

2.City authorities do not co-operate to eliminate environmental pollution caused by household waste dumping sites or to improve the environmental quality of the dumping sites

3.Lack of financing for the re-cultivation and remediation of dump sites

4. Lack of information and poor involvement of the public in resolving issues related to the adverse effects of dump sites upon the urban environment
