Economic patterns undergo significant changes in Georgia. The most obvious trends are the depression of industry and increase in trade and communications. The situation of majority of soviet-period industrial enterprises in Tbilisi is not encouraging. Many of them were using technologies, which were obsolete even then and had harmful impact on the environment. Disorder of traditional market and sharp increase of the prices of raw materials, and, especially, instability of energy has made existence of many factories unjustified. During the civil disturbance many of them have been robbed and destroyed completely. Frequently, their territory is abandoned, transport and engineering infrastructure are disturbed and they represent centers of illegal dumping places. The decision-making process and the mechanisms of the rehabilitation of these territories or their use for the new purposes are uncertain.

For the industrial facilities designed or constructed during the Soviet period is peculiar to occupy large areas, which unfavorably influences the profitability of the enterprises in the conditions of imposition of rental over the city's land.
