Construction of separate buildings that are damaging the artistic, historical and cultural values of the old districts is going on, which as a rule, must be prohibited.

The concept of the development of the city has not been developed yet in which the attitude of the society and the city authorities to the preservation of the historical heritage must be clearly determined.

Tbilisi "Sakrebulo" and the Members of Parliament have not yet realized their role in the preservation of the historical heritage of the city. The population is incomprehensible with the legislation of decision-making on the construction as a whole.

A large part of the citizens, particularly the professionals, often arrange common discussions with the society about the existing situation trying to find a way out.
