  How are the institutions developed in Tbilisi in general

City Council in fact is very new institution acting last time, after new Georgian legislation came in force. As new democratic management body, directly elected by population of city, it is in the process of establishment.

According to law, Sessions of Tbilisi Council are conducted once in three months. Decisions made should be available for public, not only trough media as practice is, but also widely distributed in the written form, ex. Trough Internet in official (Georgian) language at least. For the discussion of issues, which should be negotiated at the Session of Tbilisi Council, relevant Commissions could be established. There are permanent Commissions, according to law:

  • Commission for Revision;
  • Commission for Economic and Municipal service issues;
  • Commission for the Public Relations and International Cooperation;
  • Commission for Social Issues;
  • Juridical and Human Rights Commission

No Commission on Environmental issues is functioning. Tbilisi Council as institution has to be developed as soon as possible. There should be possibility to bring environmental issues to the City Council tribune, also lobbing from of NGO's side.

The President of Georgia nominates mayor of Tbilisi. Mayor has the right to apply to the President of Georgia on the issue of stopping or cancellation of the Council empowerment. Municipality of Tbilisi is the institution, which exists from the former soviet time. Vice Mayor of Tbilisi is the Premier of Municipality:

Municipality departments practically still maintain main municipal services. Clear definition of responsibilities between management and business activities should be legally clarified and implemented. Municipality of Tbilisi is working without any significant changes in the management structure or/and approaches. There are about 40 different municipal departments, among them:
