At the outset of the 1990's, 15 000 Turkuites per year were beneficiaries of income support; by 1997 the total was already 22 964. Income-related aid came to a total expenditure of 71 million in 1991. Already during the first half of 1996, the amount came to nearly the same: 73 million.
